Was surprised to see learn that 15 percent of kids need tier II interventions. Also want to implement reinforce of personal best not compare themselves to others just to their own work is this your best?

I as well was surprised to learn that 15% of students require Tier 2 interventions. This statistic has made me curious about whether that percentage has changed over time, has it gotten higher with in the past few years or has then percentage gotten lower with school implementing stronger classroom management strategies.
